Fix changelog file not being included

Closes #294 (closed)

Duplicates HISTORY.rst and places it in the source folder so that it is easier to include in the built package. Also rename this new file to CHANGELOG.rst to better reflect its use in the code.

Because the two files need to be synced, a new job was added to the pipeline to make sure that they stay the same.
