Move config files to a more permanent location

Currently, the config files (the database and the settings) are stored inside the conda package. This may cause problems when updating the package. Thus, we should move these files to a more appropriate location.

After asking for feedback, the following decision is made:

• Reset the database every time SOHViewer is updated. This means the database can remain in its current location.
• Move the settings to a more permanent location, and reset it whenever a new option is added.
