Implement a dialog to plot and export GPS data

change the sign for select all data streams for RT130 from 10 to '*' to not be consistent with select all waveform channels wildcard in non RT130 data

shorten plotting dialogs' names, show user No Data To Display when there're no data for TPS or waveform, disable rulers/zoom when no data

main_window: add processing log, add all_wf_chan, mseed_wildcard, ds checkboxes and make them work with each other

modify check_wf_chan to check mseed wildcard. unittest for all channel checking functions in handling_data.py
