Update meta recipe

• Update the meta.yaml file with new software's git repository address.
• Reorganize list of packages to install. Both nexus and rt2ms should be installed first instead of installing packages based on alphabetical order. Installing those two packages first is supported by the fact that they have the most dependencies and should set the constraints on the version of other packages' dependencies.
• Update passoft version number.
