Adjust what channel names are considered geophysical channels, and responses fetched from NRL.

Constructor works using https://github.com/astaric/constructor/tree/no-local-channels-in-installer from constructor PR https://github.com/conda/constructor/pull/276

Remove tree collapse for some operations. Update tree when response goes False from changing stations parameters; gain sensortype dltype

lat, long, depth, elev propogated from stations to channels. works but no way to distiguish if setting station  level or all channels too.

Packaging and constructor. Issue with conflicting python issues obspy conda-forge specs must be python <= 3.6, 3.7 not included.
