update entrypoint

This one is still python 2.7. It runs well, I was able to upload 14 MSEED files to the datagroup's qc server. Here's the log file: data2passcal.log

Got an error regarding tox tests, though, want to discuss with @dhess before merging.

I updated the version number from 2014.125 to 2018.171, 5 places: data2passcal/data2passcal.py data2passcal/init.py setup.py HISTORY.rst setup.cfg

Should be good to merge.
