Wrong time used for some RT130 packets

Some RT130 packets store a value called implement time, and if the implement time is before the time in the packet header, it is used as the time of the packet. This is different from the behavior in logpeek. In logpeek, the time in the header is the time of the packet, with the implement time only being recorded in the log.
