Detect sample rate for stream 9
Stream 9, mass positions, is normally set at 0.1 sps. However, a user set a few of their own DAS for stream 9 at 1 sps. This also appears to have been a non-edge case practice for PASSCAL/FA experiments between 2009-2012, based on DMC metadata holdings.
rt2ms current behavior, as shown by logs from the user and reproduced on two versions of rt2ms here (2022.3.2.0 and 2023.4.2.0), is to assign 0.1 samplerate to the mass position channels in the parfile even if the samplerate is 1 sps. The data convert to miniSEED normally without any errors or warnings, tested on 2023.4.2.0 only, and msi shows the 1 sps.
rt2ms requested behavior: check for actual sample rate on stream 9 and populate the parfile accordingly with respect to samplerate and channel name.
