I'm not entirely sure. We have a list of sensors in the PASSCAL pool that this applies to, so we could just apply it to those and then tell people to check their Z axes if they are using a sensor with industry standard orientations. Off the top of my head:
I did not test for this as part of my recent PASSOFT testing, but I just did a quick test selecting RT130 + L22 after scanning mseed and the Z orientation did not invert after calculating responses. I saved the test stationXML and opened it in Nexus again and that also displayed Z orientation that was not inverted.
