Clear location code doesn't work

Description

Using the "Clear Loc Code" on the "Global Modify" tab. Selected "Clear Loc Code" and selected "Global Set". Then on "Trace Header" tab selected "Modify Headers". Rebuild trace db. Loc codes were only cleared on one trace.

Saved template and examined template file. Location codes were set to TIEN:LHE:02:GI:20.0 ::CLEAR:

Ran fixhdr in batch mode fixhdr -d . -m fixhdr_tmpl.2023.334.15.42 Re-examined headers and loc codes were still not cleared on all traces
